Strathclyde Association of University Teachers
Below are revised rules for the Local Association which were
ratified at the Annual General Meeting in May. Changes are in bold while
proposed deletions are in brackets.
STRATHCLYDE ASSOCIATION OF UNIVERSITY TEACHERS
Rules as amended May 1977, May 1981,
May 1985
- Name
The Association
shall be called The Strathclyde Association of University Teachers,
hereinafter referred to as the 'Local
Association.'
- Constitution
The Local Association
shall be constituted in accordance with the Rules for the time being of
the Association of University Teachers, hereinafter designated the AUT,
and the Rules for the time being of the Scottish section of the AUT,
hereinafter designated the AUT(S).
- Objects
The
objects of the Local Association shall be those of the AUT, namely, the
advancement of University Education and Research, the regulation of
relations between University Teachers and their employers, the promotion
of common action by University Teachers, and the safeguarding of the
interests of members.
- Membership
The membership of
the Local Association shall consist of those members of the AUT who are
members or former members of staff of the University of Strathclyde, or
whose eligibility for membership of AUT derives from their association
with the University.
- Subscription
- Members of the Local Association shall pay a (?)
subscription to the funds of the Local Association and, in addition, the
(?) subscription to the funds of the AUT as laid down in the Rules of the
AUT for the time being. () The amount and frequency of the ()
subscription to the Local Association shall be determined from time to
time by the Annual General Meeting.
- Any member whose subscription
is more than two months overdue shall be given notice by the Honorary
Treasurer of the Local Association that the subscription is overdue and
that, if it is not paid within one month of such notice, membership of
the AUT and of the Local Association shall
cease.
Use of
FundsThe funds of the Local Association shall
be used for:
- expenses
properly incurred in conducting the business of the Local Association as
shall from time to time be determined by the Committee;
- payment
of expenses of Council representatives incurred in attending meetings of
the Councils of AUT and AUT(S);
- payment of fees and expenses of
any other representatives duly appointed to represent the Local
Association;
- payment of such sums as shall from time to time be
determined by a majority of members present and voting at a General
Meeting of the Local Association, provided such payment does not conflict
with the objects of the Local
Association.
OfficersThe Officers of
the Local Association shall be:
The President
Two
Vice-Presidents
The Honorary Executive Secretary
The Honorary
Treasurer
The Honorary Minute Secretary
The Honorary
Membership Secretary.
President
The
duties of the President shall be to chair all
General Meetings and all Committee Meetings of the Local Association and
to perform such other duties as are laid down by these Rules.
In
the absence of the President, such duties shall be performed by one of
the Officers in the order of precedence given in 7.
The Chairman
of any General Meeting or Committee Meeting shall have only a casting
vote.Honorary Secretaries- Honorary Executive Secretary
: to call
General and Committee Meetings of the Local Association, to communicate
on behalf of the Local Association with all other parties and to perform
such other duties as are laid down by these Rules or are decided by the
President or Committee.Honorary Minute Secretary: to
keep Minutes of the General and Committee Meetings of the Local
Association and to perform such other duties as the President, the
Honorary Executive Secretary or the Committee shall
decide.Honorary Membership Secretary: under the
direction of the Honorary Treasurer, to keep records of the members of
the Association and issue to a member, on receipt of a subscription, the
membership card of the AUT, and to perform such other duties as the
President or Committee shall decide.In the
absence of the Honorary Executive Secretary, the Honorary Minute
Secretary shall communicate on behalf of the Local Association with other
parties.
Honorary
Treasurer
- The Honorary
Treasurer shall have custody of the funds of the Local Association and
authority to make payments from them as need arises. Duties shall
be:
- to keep the
books of the Local Association ;
- to present the accounts of the
Local Association annually for auditing and to present these audited
accounts annually to a General Meeting of the Local Association and to
submit a copy to the
Honorary Treasurer of AUT
;
- In the absence of the Honorary Treasurer, duties shall be performed
by
the Honorary Membership Secretary.
Committee
The Committee shall consist
of:
- ex-officio
members, being the Officers of the
Local Association together with the immediate
Past President and any member
of the Local Association
who is an officer or a member of the Executive Committee
of the AUT, or the AUT(S);
- up to twelve Ordinary Members,
and
- up to three co-opted members.
The quorum
at any Committee Meeting shall be seven.
The Committee shall be
responsible for conducting the day-to-day business of the
Local Association
and it shall meet at least twice each semester.
Elections
- The Officers shall be elected annually at the Annual General
Meeting from members of the Local Association.
- Retiring Officers shall be eligible for re-election,
except that the President
and the Vice-Presidents may normally hold office for not more than two
consecutive years in any one capacity.
- Should an office fall vacant, the Committee shall have power to
appoint a successor from the members of the
Local Association and that successor shall hold office until the
next election.
- Four Ordinary Members of the Committee
shall be elected annually at the
Annual General Meeting from
the members of the Local Association to serve for three years.
- Should an Ordinary Member demit
office before completing the term of office, the seat shall remain vacant
until the next election when a new Member shall be elected to complete the
term.
- The maximum continuous period of office for an Ordinary Member shall
be six years.
- Nominations for Officers and Ordinary Members of Committee shall be
made with the consent of the nominee, either by the Committee or by any
two members of the Local Association and shall be communicated to the
Honorary Executive Secretary in time for names to be circulated to members
of the Local Association no fewer than seven days before the Meeting.
- Election shall be by a ballot of those Members of the Local Association
present and voting at the Meeting and the result of the election shall be
declared before the end of the Meeting.
- Each Officer shall be elected separately by a simple majority vote.
- At an election of Ordinary Members, there shall be one list of
candidates
for all vacancies. Candidates shall be placed in order of the number
of
votes received.
The first four eligible candidates shall be declared
elected for
three-year terms and the necessary number of the following
eligible
candidates be declared elected to any vacant two-year and
one-year terms in that order.
- Should there be a tie in any election, the candidates shall draw lots
to determine who shall be elected.
Dates of
Office
- The elected members of the Committee (including the
Officers) shall take
office on 1 August
immediately following the Annual General Meeting at
which
they are elected and shall retire on
31 July in the appropriate
year.
- Co-opted members of the Committee shall serve until 31 July following
co-option and shall be
eligible for further co-opted membership.
Representation
on AUT and AUT(S) Councils
The Local Association shall be represented on the Council of the AUT and
on the Council of the AUT(S)
in accordance with the Rules for the time being of these bodies.
The representatives to the Councils of the AUT and of AUT(S) shall
normally include either the President
or the Honorary Executive
Secretary.
Resignation as a representative member of the Council of the AUT shall be
submitted in writing to the Honorary
Executive Secretary who shall
forthwith inform the General Secretary of the AUT.
The Committee shall have power to fill any vacancy amongst the Council
representatives arising from resignation.
Removal from Office
- Any member of the Committee (including the Officers) and any Council
representative may be removed
from Office by resolution at a General Meeting of the Local Association
provided that: - the terms of any such proposed
resolution shall be notified to the
Honorary Executive Secretary not
less than fourteen days before the Meeting; - the proposal for such
a resolution shall be supported by not less
than thirty members of
the Local Association.
- The proposed resolution
shall be despatched by the Honorary Executive Secretary to each member
of
the Local Association no fewer than seven days before the Meeting.
- The Meeting shall have the power to replace the member(s) thus removed
until such time as the vacancy
can be filled by a normal
election.
Auditor
- An Auditor, or Auditors, who shall not be a member/members of the
Committee,
shall
be appointed annually at the Annual General Meeting.
- Should a vacancy occur during the year, the Committee
shall have the power to appoint a re
placement
who shall hold office until the next Annual General
Meeting.
Annual General
Meeting
- The Annual General meeting of the Local Association shall take place in
May each year. At least
five weeks notice of the date of the meeting
and of the draft agenda shall be given, in writing or by e-mail,
to all members.
- Seven days notice of the final agenda, of nominations for elections, and
of any substantive motions,
shall be given to all members in writing or by e-mail..
- The agenda shall include Reports from the Honorary Executive Secretary
and the Honorary Treasurer,
and the Election of Officers, Ordinary Committee Members,
Auditors and Representatives
to the
Councils of the AUT and the AUT(S).
- Thirty members of the Local Association shall form a quorum.
Extraordinary General Meeting
- On the written requisition of the President or of th
irty members of the Local Association, the Honorary Executive Secretary
shall
forthwith call an Extraordinary General Meeting, at a time
convenient to the members making the request.
Unless the President
deems the subject to be of overwhelming urgency, at least seven days notice
of the date
and topic(s) of the Meeting shall be given, in writing, to
all members of the Local Association.
- Thirty members of the Local Association shall form a quorum.
- No topic(s) other than that for which the Meeting was called shall be
discussed or voted upon.
Ordinary
General
Meeting
- There shall normally
be at least one Ordinary General Meeting of the Local Association each
Semester. At least twenty-five days notice of the holding of the Meeting
shall be given to members.
- Seven days notice of the final agenda and of any substantive motions
shall be given to members,
in writing or by
e-mail.
- Thirty members of the Local
Association shall form a quorum.
Motions to
Council
Any motion proposed for submission to the Council of the
AUT or to the Council of the AUT(S) shall
arise only from the notified business of any General Meeting and
shall normally be treated as a substantive motion
under 17(b) and 19(b)
above.
Ballots
- A decision to
hold a ballot of all the members of the Local Association shall be taken only
by a General Meeting.
- No fewer than fourteen days before the date fixed for counting the ballot,
the Honorary Executive
Secretary shall send a ballot form to each
member of the Local Association, along with a notice stating
the
address to which the form should be sent, the latest time for its receipt, and
where and when the count will be held.
- The ballot shall be
secret.
- The completed forms received by the start of the count shall be opened in
the presence of the Auditor(s).
- The result of the ballot
shall be notified by the Honorary Secretary to the members of the
Local
Association and to the General Secretary of the AUT.
- Where no provision is made in this Rule for a specific procedure, the
procedure shall be
governed by Rule 6.2.4 of the
National Association.
Procedure for dealing with complaints from members
In
accordance with National Rule 6.2.4 this procedure shall be that laid down
from time to
time by the National Executive Committee in model rules
for Local Associations.
Rules
- No Rule or Rules
of the Local Association shall at any time conflict with a Rule or Rules of the AUT currently in force.
- Changes in the Rules of the AUT shall, where
relevant, automatically constitute changes in the Rules of the Local Association.
- All Rules of the Local Association, and amendments to these Rules, shall be subject to approval by the Council of the AUT, or, if the said Council directs, by the E
xecutive Committee of the AUT.
Amendment of Rules
- These Rules may be amended by resolution of any General Meeting of the Local Association.
- Proposed amendments shall be handed, in
writing, to the Honorary Executive Secretary and shall be circulated to all members of the Local Association at least fourteen days before the Meeting.
- Amendments to these Rules must be carried by a majority of at least two-thirds of the members
of the Local Association present and voting at the Meeting.
By-Laws
By-Laws
governing
the conduct of the business of the Local Association may be framed by the
Committee, but these By-Laws
shall not operate until approved by a General Meeting.
