Biographical Information

Richard is a Senior Research Fellow specialising in energy policy, sustainable cities and sustainable energy issues. He joined the Fraser of Allander Institute in December 2007 on secondment from the Scottish Government - where he was Head of Energy Policy. He has developed policy and taken forward initiatives across a range of energy sectors. Working as a fast stream policy analyst he has experience in policy areas across government. He also has several years experience in IT, digital inclusion and e-government - working as Head of Corporate IS Strategy, and Head of e-Government policy. He has been a member of the advisory board for UKERC, the UK coal forum, and the steering committee for the Scottish Carbon Capture and Storage Study.

As programme manager for the Sustainable Glasgow Initiative Richard wrote the Sustainable Glasgow strategy.  This major feasibility study is assisting the development of low-carbon energy systems, homes, and businesses - as well as sustainable transport systems - and aims to make Glasgow one of Europe’s most sustainable cities within 10 years.  The initiative is a partnership between the University of Strathclyde, Glasgow City Council, and a range of major public and commercial organisations - including Scottish and Southern Energy, Scottish Power, IBM and Honeywell. Richard is a part of the  team with University of Edinburgh recently awarded a £1 million grant by the UK research councils (ESRC/EPSRC) for the 4 year “Heat and the City” research project on the development of low carbon heat systems in Northern European cities

Richard is Managing Editor of the Low Carbon Energy Review, a partnership between the University of Strathclyde and the Scottish Council for Development and Industry.  The Low Carbon Energy Review will be a key source of information for the public and private sectors, tracking Scotland’s economic performance in the low carbon energy sector (see http://www.strath.ac.uk/press/newsreleases/headline_352860_en.html)

Richard is also currently teaching the post-graduate Energy Policy and Politics course at University of Edinburgh.

Richard has researched public attitudes to energy, and how these might be changed to support delivery of secure low carbon energy futures - running research programmes on this issue in the Scottish Universities Insight Institute at Strathclyde, and for the Department of Enterprise, Trade and Investment in Northern Ireland.  He has also conducted research for the commercial sector on the economics of new low carbon energy generation systems in different world markets.

Richard also worked with the University of Edinburgh to produce the Carbon Capture and Storage Regulatory test toolkit for Scottish Government and the Global CCS Institute published February 2011 (see http://www.sccs.org.uk/regulatory-test-toolkit/ ).
