Personal statement

Pablo joined the Law School in February 2022 as a Lecturer in Public Law.

His research is at the intersection between administrative and constitutional law. It looks at non-judicial review mechanisms, i.e., routinary legality controls of administrative and legislative decisions performed by governmental lawyers, legislative drafters, the Law Officers and parliamentary select committees. This research interest falls within the broader area of political accountability and political institutions. While accountability is a fundamental theme of the British constitution, non-judicial review remains undertheorized both in this jurisdiction, and more generally, in comparative constitutional law.

My research identifies and interrogates these governmental and parliamentary legality review processes as part of a system or broader network of legality controls, surfacing the institutional dynamics of collaboration and tension that these mechanisms give rise to. 

Previously, in 2021, Pablo worked as a Research Associate at the COVID Review Observatory, a research project led by Professor Fiona de Londras, funded by the Arts and Humanities Research Council, and based at Birmingham Law School. He was also a guest lecturer and tutor in Public Law at the University of Edinburgh (2020-21), a guest lecturer in Constitutional Law at Universidad Adolfo Ibáñez (Chile) (2020-21), and a research assistant at the Edinburgh Centre for Constitutional Law at the University of Edinburgh (2020).

Before moving into academia, Pablo was a legal practitioner in Chile (2008-2014), where he worked as a governmental lawyer and an associate lawyer at a Law Firm.
