Our contributions to human rights incorporation in Scotland
The Centre for the Study of Human Rights Law has been uniquely placed to support the work of the National Task Force for Human Rights Leadership established by the Scottish Government in October 2019, pursuant to the report of the First Minister’s Advisory Group on Human Rights Leadership in December 2018.
The Advisory Group was mandated to explore how Scotland could give further effect in law, policy and practice to international human rights, including economic, social, cultural and environmental rights. The initiative was fundamentally about relying on the law and human rights to improve peoples’ everyday life in Scotland; managing the risks of Brexit in Scotland; and raising the global profile of Scotland as a supporter and innovator of international law.
In addition to colleagues’ leadership and advisory roles on the Advisory Group, National Taskforce, Academic Advisory Panel to the Taskforce, and Scottish Government working groups, our collective contributions have included:
- 2023 paper on ‘Dignity’ in interpretation of rights and as a threshold for minimum core obligations: Response to the consultation on a Human Rights Bill for Scotland
- 2023 paper on Reviewing Scotland’s Human Rights Bill Consultation: Do the proposals align with international human rights obligations?
- 2023 Collaborative research report with the Bonavero institute and Bingham Centre for Public Law on international human rights law obligations relevant to domestic bills of rights processes
- 2022 Research workshop and report on Integrated Implementation of Scotland’s New Human Rights Framework
- 2022 Collaboration with Institute for Inspiring Children’s Futures on special CPD course on UNCRC incorporation
- 2022 Research report published on ‘dignity’, human rights culture and Scotland’s new human rights framework
- 2018 Conference on Human Rights Innovation in Scotland
