During colonial rule, the Topnaar people in Namibia were forcibly displaced from their coastal dwelling places, with their access to marine resources and fishing grounds restricted.

In contemporary Namibia, the Topnaar continue to be excluded from ocean decision-making. One Ocean Hub is supporting research by the Topnaar to preserve their surviving ocean-related culture and through that, have their human rights linked to the ocean recognised and considered by national policy-makers.
